How to get a website accepted by Adsense?

These days many people are complaining that Adsense keeps on rejecting their websites for monetization. For me the reason could be that the contents of their website is not qualified enough due to low quality. Adsense is so big on good quality.

After using Adsense for over 12 years, I haven't yet figured out how to make my website accepted with the first application. They say your content needs to be original and well written, yet even when you have original content they reject you. Since Adsense is approved manually, I guess it depends on the mood of the person who is analyzing the site.
